“Would it be possible to know which would be better for sensitive skin: shaving soap or shaving cream? Which one produces the most moisturizing/soaking foam?”

“Senhor Queijo,
There’s not a definitive answer for whether a soap or cream would be better for sensitive skin. There are some products that are known to be good for sensitive skin, but they span both soaps and creams. These include: Mitchell’s Wool Fat soap, Proraso White and Blue label products (which come in both soaps and creams), Taylor of Old Bond Street St. James and Avocado creams, and Truefitt and Hill Ultimate Comfort line. This list is not conclusive by any means, but should point you in the right direction.
I would also like to say that if you have sensitive skin an aftershave balm is the best choice to finish your shave. A balm will help heal, moisturize, and protect your skin in a more effective manner than just a splash.
